Integrate current early help / preventative services into a single children services entity. Clearly demarcating universal / targeted provision from social care.

Why the contribution is important

A greater economy of scale and better prioitisation regarding early help and support can be achieved with a view to reducing the over reliance on expensive social care intervention in the longer term, thus reducing the need for agency staff and issues relating to recruitment to social work positions and associated management structure costs. Initiatives such as the EHaS / CWan service would not be used for social care 'gatekeeping' purposes.
