Screening process on courses for staff

Need for more robust screening process in authorising the funding of higher education courses for all staff.

Circumstances that dont appear to be considered currently:

1. Ability of staff member to make use of the qualification in the workplace and/or add value to their prospects for promotion in the organisation.

2. Have demonstrated a commitment to organisation with good work ethic. Currently witness staff using courses as a way of avoiding doing the job employed to carry out - without demonstrating any improvement on completion of course.

3. Years left to retirement - value for money in remaining time?
