    So how come the smallest Parish LA's are the most efficient and have the lowest rates. You might expect that pro rata their rates would be higher but they are not because they operate services efficiently and only provide what the rate payer needs. There are less grandiose schemes and no one gets senior executive pay. On the contrary, parish councilors until relatively recently gave up their time for free. Local is best for accountability! Perhaps remove Government housing Stock from the rates and make it pay for itself by turning it into a Housing Association and charging rents that reflect the true cost of maintaining the property, not just a peppercorn rent.

    Government housing is not paid for from the rates. The rental income, plus a top up from central government mean that the housing costs are covered. Rate borne expenditure covers the cost of the staff, offices, street lighting, rubbish collection and any other services that the Commissioners provide in their area.
