Introduce review & comparison of civil service salaries cf Julie Edge's proposal

Implement Julie Edge's proposal to look at wages and remuneration across the civil service to check that  pay is benchmarked and the generally accepted 'rate for the job'. To be compared across departments and compared with similar jurisdictions.

Why the contribution is important

Julie Edge has highlighted that some people here are being paid significantly more than others doing the same or very similar job. This suggests some very significant savings can be made. First, though we need this review. 

It would also ensure fairness - some people at lower pay grades seem to be getting paid less than seems fair.

    Yes, lots of "Whitley Council" staff in particular are very undervalued and underpaid, and wages for many should be increased by probably about 50%: look at, for example, electricians and cooks, who are responsible for the very lives of people as it is so easy to get it wrong if they don't focus on safety 100% of the time.

    I don't see how that would save money, though it would ensure a fair day's oay for a fair day's work.

    Follow the Irish approach and include the value of pensions and job security in any market comparison exercise.
