Privatise the bulk of GTS under a long term contract.

Why the contribution is important

GTS seem to be an uneccesary layer in Government. Much of their day to day work - delivering new monitors, PCs, mobile phones, dealing with issues to do with Microsoft Windows etc can be done by the private sector. Retain a small team to deliver the more commercially sensitive stuff, ie COMIN work but the vast bulk can easily be outsourced.

In government we are now in the bizarre situation where despite contracts being awarded for photocopier maintenance, staff have to telephone GTS for them to telephone Typhoon House or somebody to say the printer toner has run out. We need to trust our staff more and cut out additional layers that are simply not needed.

    I prefer to telephone GTS for them to contact whomever they have the contract with at present for doing the work required. It is for GTS to coordinate who carries out the jobs required.

    Likewise, if a tenant of a property had an issue with their property, they would not contact the relevant contractor who would normally do the work. Rather they would contact the landlord, who would then authorise the relevant contractor to carry out the job.

    We have our own IT department who then have to log a call with GTS, that's an additional unnecessary layer added to the process.

    Ridiculous as it may seem, greater investment in systems in the short term will enable lower spend in the medium to long term

    Mr Shimmins & the team must have a good hard look at how much is paid out in maintenance of legacy systems each year

    GTS are also responsible for delivering Online Services and Gov.im - which we definitely do need, so I wouldn't outsource the whole lot

    GTS is essential, without it either all government systems would be like the wild west with all the data breaches and bad practices that entails OR there would be like 12 different IT departments working against each other and costing the tax payer a tonne.

    GTS already uses private sector businesses to do the things you've identified.

    The delivery of PC's monitors etc. is all done by local businesses that have bid for the contract to do so.

    Never heard of a petty cash tin for day to day stuff? This endless phoning A so they can email B so that C can sign the request is nonsense and wastes man hours that could be spent doing the job.
    Of course private sector should tender for the jobs and our government could do with someone called a Procurement leader who cuts the dead wood,looks at areas of saving and best deals to be had and all tenders/negotiations for everything go though them.One person who does the job.I know of what I speak as I actually know someone who does this for a living and jolly good he is at it too.Our problem I think can be 'the old boys network' and a bit of nepotism thrown in.The saying about five degrees of separation between people could be cut to three degrees on the Island and we need an outside entity who has no ties to government bodies.Procurement is the same for every business and the government is no different in that respect.

    GTS also manage suppliers and delivery of projects that contribute towards delivery of the wider digital strategy (to support future cost saving & tangible increases in efficiency/service).....it's not just a Helpdesk for hardware & software issues.

    Again, we need an independent Office of Budget Responsibility to ensure that we truly get best use of public funds in 'the internet of government things'

    GTS is a laughing stock. They are a laughing stock within government, the private sector on island and off island.

    If the talented staff were allowed to get on an do their job things would be improved massively. The culture at GTS is to put hurdles in front of everything and everybody thus making sure that any piece of work is dogged by intransigence, jobsworths and unprofessionalism.

    One commentator says that GTS manage suppliers and project delivery. This may be true in theory - but in practice it is not the case . GTS project management is it protect itself, put hurdles in front of any supplier and generally have no clue as to what it is doing. GTS just does not have the skills to deliver projects.

    Sure we need a IT Department at government - but not in its present form
