Government Staff Encouraged and Rewarded

Government staff should be encouraged and rewarded for having initiative.  The attitude of many staff seems to be that it doesn't matter as it is not their money. A small example is that I am often in the NSC and regularly the sports hall is underutilised (sometimes even empty) during the day.  It takes work to think up schemes to occupy the hall and less work if it is not occupied as staff don't have to put the equipment out.  Again this comes down to good management and encouragement of staff.

    I think the problem is they are too rewarded, and
    the reward they have already of being in a very cushy job.
    They they need to show real evidence of productivity, like in the private sector.

    Since there's no chance of that, then gratitude should be their overwhelming attitude.

    It's not going to be so secure for anyone in the civil service financially for much longer.
