    Why though? You're then only opening up the Government to be sued on a larger scale when things go wrong, which they inevitably do!

    This is just Spin put round by the Cabinet Office.

    Of course Government is in Silos. It's been a good model.
    Silo Education delivers education for children and adults.
    Silo Health delivers health and social care.
    Silo DOI Roads, Harbours, Airport.
    Silo MUA electricity and water
    Silo Cabinet Office well not sure , but they want one Silo.

    the iom is small enough to have fewer silos/one or two housing depts. controlling all island housing

    How many dept, boards etc and all have own legal status? Bound to cause conflict and unnecessary added cost. Single legal entity is an obvious benefit.

    This would be a huge opportunity to reset Govts focus, values and 'contract' with the community too.
    Raises the question over the existence of a number of Departments and this idea supports the notion that form (should) follow function.
