It is time that an ALL ISLAND RATE was implemented.  It is so unfair that Douglas residents should subsidise the rest of the Island.

I have worked with collegues living in towns and villages outside Douglas who pay less overall than those in Douglas pay for the Government Water Rates. Many large properties in rural areas are benefiting from far lower Rates that the average semi in Douglas.

Being an Island community, the weak excuse that many of the Island's amenities are in Douglas doesn't apply due to the short distances needed to travel to use them.

Why the contribution is important

If rates were centralised and based on the Douglas Rate, a considerable amount of income could be generated for Government.

Rates outside Douglas are not subsidised by Douglas ratepayers. They reflect the costs of running the various authorities.

Douglas ratepayers have the choice to elect councillors on the basis of what amenities they provide and what budgets they set. If there was an all-Island rate then everyone should have the right to vote for councillors across the Island to ensure that Douglas and other locations come into line on spending.

What would make more sense would be to consolidate the Island's 20+ local authorities into a maximum of 4 - North, West, South and East to bring about much more cost effective local government and sharing of resources.

One local authority, one all-Island rate - cut out the entire local authority structure - cut costs, cut administration, make public sector housing allocation more efficient, better use of facilities and equipment, where is the downside apart from "it's always been done like that"?

DragonX -you make the classic assumption that increasing the size of Local Government will automatically be more efficient and cost effective, yet all the evidence points to the contrary! The largest town councils have the largest rates; one member of their executive can cost more than what a whole parish spends in a year. The most cost effective authorities are the Parishes! By far! They already do all the things you want! The provide only the services desired by the ratepayers; they combine with other smaller authorities to provide the most cost effective joint services such as Refuse collection in Garff. The profligate authorities with the highest rates are the towns!!! And they have more ratepayers, a greater density of ratepayers than in the parishes and the golden egg of business rates and let's not mention all the lovely Government departments. Douglas does not subsidise anywhere, Douglas should provide the services it's rate payers can afford not expect those who live in the parishes to foot the bill for more whims and town halls!
