Use of some footways/pavements to cycle safely.

On occasion I feel it could be safer to use certain unused footways and cyclepaths rather than the main road. I fully understand that this should not impact the walking public.

One example would be going up Richmond Hill. I would feel safer riding up the pavement than using the roadway. This pavement is hardly used, once at the top you would then go back onto the road. Signs could be put in place saying to give the walking public priority and explain it is a shared area.

Why the contribution is important

For the safety of cyclists.

In the absence of the ability to provide proper cycle paths, this sounds like a sensible idea providing that it is not abused or used for competitions or training.

Richmond Hill, particularly in the rush hour is a risky place on a bicycle. My workplace is on Richmond Hill and I like to commute to work whenever I can (one less car).
I admit I have sometimes use the pavement (foggy, heavy rain) and can honestly say I have never caused the slightest problem to any pedestrians despite the pavement being narrow. On the rare occasion that I encounter one I just dismount and walk the bike past them then carry on.
It's really isn't difficult, just a matter of consideration and patience.
